The House didn't take the week off from submitting gun control laws this week. These are moving fast and will possibly bypass the committee and go straight to the floor. H.R. 8 - Bipartisan Background Checks Act of 2021 - This bill is designed to eliminate private sales between individuals. Outside of some exceptions like gifts to immediate family or a loan for hunting purposes, all other transfers will need to have a background check performed. H.R. 1446 - Enhanced Background Checks Act of 2021 - After H.R. 8 puts additional burden on the current NICS system, they introduce this bill to further restrict when a firearm can be released following a "delayed" response from the NICS system. The current process allows the firearm to be released after 3 business if no response is provided. This Act extends the initial time period to 10 days. If no response after 10 days, then a petition can be filed requesting an expedited search. If after another 10 days and no response, the firearm can then be released 10 days later. Effectively taking the process from 3 days to 30 days. H.R. 1454 There is no text yet for this bill but it states it is to require firearm assembly kits to be considered firearms. So, this is going after 80% lower receivers to be considered firearms. Without the text, at this point, it is hard to tell what is going to be included. However, they will attempt to make it vague enough that many things can be considered firearms.
